… it’s important to point out that (at least in the short run) the service is designed for folks who primarily use Twitter.com.
This is a logical progression. First, Twitter made it easy to retweet from the web, without having to do a copy-and-paste. Now they are making it easy to add a photo to a tweet sent from the web, without having to do a copy-and–paste.
Much of the chatter about the new service did not include this qualifier, even though the blog post announcement made it clear. (They’re also pushing global mobile carriers to adopt MMS.)
On Friday, Twitter announced that employees can already upload photos and the roll-out will begin this week.
